Undoubtedly you are doing an "HUH?". Well, these are reinforcement plates that were found on F-14s and often left off earlier kits (such as the Monogram and Academy ones). Now you can easily add these by simply cutting around the piece, pressing it into place and then removing the upper covering. The very comprehensive instructions will show you exactly where to put these little thingies and you can paint over them, though you will need to put on some primer just to be sure.
Another great idea and one that is inexpensive as well.
